To be fair, this arch is a game adaption.

I don't really expect for him to be ordering genocide or whatnot in a game adaption.

I have seen none of that so far. He is just a plain cartooney evil cartoon doctor like the games recently. Yes I understand that you think that people should just forget this argument, but the fact that it gets naturally brought up all the time shows that it is a real problem.

Err, have we been reading the same comic? This is the same guy who sunk a G.U.N. aircraft carrier and had his walker suicide blast its command tower. When Thunderbolt failed him, he ordered her to secure a Gaia Temple "or I won't leave enough of you to make gloves". He threatened to carpet bomb Breezie's properties (which, you know, have people in them) if she didn't hand over her Chaos Emerald, and then had Nack attempt to shoot Sonic in the head. (Which only failed because of Eggman's own decision to send in Metal Sonic distracting Nack.) Plus, there's also the fact that his attempted murder of Dr. Light is still canonical to this version of Eggman, according to Worlds Unite.

As for cartoonish goofiness, we have, what, that he likes deadly carnivals? He liked those in the old timeline too. (Remember Casino Night / Renobotnik? Happyland Amusement Park?) The only other really cartoonishly goofy thing he does is gloat and yell at people, which he did in the old timeline in spades.

Well, I guess there have been moments, but I guess for me there hasn't been as much.

He did a lot of threatening, thats cool, but he hasn't actually done much. In the old universe he destroyed Knothole, turned Sally into a robot, enslaved the Echidna race and heaps more stuff. I guess though that only time will tell weather he will become like he was before.

btw yes he did try to kill Dr. Light, but that was before the reboot

He also nearly wiped out the populations of Albion and Echidnaopolis. And then planted bombs in the Legion's cybernetics when they joined him (and was perfectly willing to kill all his Legion chapters with the World Roboticizer back in #230).

Goofy villains are scarier in this sort of comic because they have less standards and dramatic complexity, so they're more likely to murder your face.
