In terms of how they work, I imagine it's actually quite simple: there's a small radio inside the device that triggers a blasting cap when the right signal is received, and that sets off the high explosive, tearing the DEL member into jerky and nuggets.
The tamper-proofing is harder to figure out though…

I imagine that if you implant it directly inside the brain, it can be hard to get out safely without the proper equipment.

I thought it was implanted into their cybernetics, since it was implanted at the same time they acquired their cybernetics when they joined Eggman. Also, when Dimitri talked about the chips Regina gave him to disable the bombs, he said that they had the side effect of allowing her to gain control of them, which I also interpreted as being through their interface with the cybernetics.

They're both attempts at the same endgoal, with the new look just being the next iteration. It is definitely intentional.

Yeah, the cap was iconic to him. I also kinda wish they hadn't dropped his bomber jacket, but I can understand why they did it.

You know, I think it might've been cool if they went for a goggle-hat combo similar to Takuya in Digimon Frontier. But I guess all's fair in love, war and character designing. On the bright side, he did have his cap in his Comic Origins story, even if it was in flashback.

I wonder how Rotor got so buff later on in life; he seemed to be just as chubby as he was as a kid, pre- or post-reboot, but he retained the chub pre-reboot but lost it and gained bulk post.

Maybe he can take some other trait off Vector by being trained by Mighty in the interim.

At least there wouldn't be an arc there to go "Uh, that's impossible, he was in the old design in the issue before this" this time.

Y'know, I was thinking that, but I couldn't get the rhythm down...

I'm still wondering if the buffness was an intentional design choice or something mandated, or if there's going to be an explanation for it, like Rotor wanted to prove to his dad that he wasn't just all brains, no brawn or something.
